I just purchased my NY Non Resident Marine Fishing License by phone (1-866-933-2257)

For your information;

If you fish the reefs, Fishers Island, The Race or the Islands to Orient Point and on to Montauk You will need a CT marine license to fish west of and you will need a NY marine license to fish east of The Race and south of the reefs and south of Fishers Island as they are OUT of Long Island Sound and not shared waters with NY. RI residents have the same issue with NY as they will need a NY license to fish west of and a RI license east of The Race and Islands on down to Orient Point and north of Fishers Island and the reefs to Watch Hill as these waters are IN Long Island Sound.

Is this for shorebound guys as well as boat guys?

It would certainly apply to the North and South sides of Fishers Island, Long Island and any of the Islands from The Race to Orient point.
